Question Title:	Will we ever be able to combine partially used healing kits and lockpicks?

Question:	What I'd like to be able to do: Use one healing kit or lockpick, target another healing kit/lockpick *of the same quality* and combine the charges into one kit. For example... I have Peerless Lockpick A (PLA) with 4 charges left and Peerless Lockpick B (PLB) with 5 charges left. I double click PLA and target PLB. The end result is a single new Peerless Lockpick with 9 charges.

Answer:	No. Those are single items with multiple uses and they were never intended to be stacked with one another.
