Question Title:	Staff needed a good quest item, but where is my Uber UA?

Question:	First of all, GRANTED that UA is. well... Unballanced in terms of the other race skills, but The Staff of the Nomads is INCREDIBLY unballanced. In terms of ballance, why has this item been introduced? It is clearly unballanced concidering basicly the only people with staff traned are the Gnaru. A simple "wait and see what still has to be found" will probly do... (I'm probly gonna regret saying that last part.....)
