Question:	All indicators seem to point to it, but I'm not 100% sure. And if he didn't write it, who did? This has been driving me nuts for a while. Please help. :)

Answer:	No, the Book of Minesh was written by an otherwise anonymous Gelidite Lord (named Minesh) in the years immediately after the founding of Frore. The BoM was merely a part of a greater collection of apocalyptic relgious literature written by the Gelidite cult over the centuries of their exile; the equivalant of the Hebrew scriptures/Old Testament.
