Question:	Just wanted a confirm/deny on something myself and a friend noticed. Does arcane lore affect your chance of successfully learning a spell if it's not in your spellbook?

Answer:	If you're researching a spell via the spell creation panel, then no lore is not factored into the equation. If, however, you're learning a spell from a scroll, there is a minimum needed lore to learn the spell.
