That's "actual magic," with the means to manipulate it artificially replicated by the Virindi after decades of study into the physics of this universe and the biology of Auberean. They spent years dissecting and studying - notably on their two Yalaini captives and Lilitha - until they were able to grow artificial mana-manipulating organs and surgically implant them in their experimental subjects.
