Arcanum Quota Officer tells you, "The Mana Forge has a quota for Pristine Mana Shards before the forges are working at maximum capacity. I am authorized to offer a better rate for the keys to our Shard Mana Forge Chests to accomplished adventurers such as yourself until our quota is filled." 
Arcanum Quota Officer tells you, "To fill that quota, I am prepared to offer you a rate of 10 shards for each key up to 5 times each week. Once I have filled my quota and the forges are working at maximum capacity you will need to talk to the other Mana-smiths to turn in shards for the remainder of the week."
