• Dropped by Blightfinger.
• Give to Merwart Mundagurg in Ayan Baqur.
• Note that you must have completed a certain number of faction quests for Whispering Blade or Rossu Morta (unknown yet which stage flags you. Merwart will give you the quest after you have completed 3 tasks, possibly fewer, for either Whispering Blade or Rossu Morta).
